What is this outdoor crowd watching with such bemusement?

The photo was taken by Lee Russell for the Farm Security Administration/Office of War Information. There are so many of these FSA photos chronicling American life in the 1930s and 1940s! While documenting popular culture was obviously not the aim of the FSA, its photographers nevertheless captured the role of audiencing in the everyday lives of rural and small-town Americans.
